Law Watch: Kevin Liew Discusses Proposed Changes to Singapore’s Drink-Driving Limits

singapore drink driving reforms

Singapore is reviewing its approach to drink-driving as authorities consider lowering the legal blood alcohol limit and introducing stricter penalties to further improve road safety. The proposed changes are intended to strengthen deterrence and reduce the risk posed by impaired drivers.

Speaking on the CNA938 Rewind programme “Talkback: Will Lower Drink-Driving Limits Change Behaviour?”, Kevin Liew, Senior Lawyer and Head of Crime Practice at Gloria James-Civetta & Co., shared his legal perspective on the proposed reforms and their potential impact on motorists.

Kevin explained that lowering the prescribed alcohol limit would reinforce the message that motorists should exercise greater caution before getting behind the wheel. While enforcement remains an important part of the legal framework, he noted that legislative changes also play a significant role in influencing public attitudes and encouraging responsible driving behaviour.

He also highlighted that drink-driving offences carry serious legal consequences in Singapore, including fines, disqualification from driving, and imprisonment in appropriate cases. Where a drink-driving offence results in injury or death, offenders may face substantially more severe criminal penalties under Singapore law.

Kevin further observed that any review of drink-driving laws should be viewed as part of Singapore’s broader commitment to road safety. Alongside enforcement, public education and personal responsibility remain essential in reducing impaired driving and protecting all road users.

As Singapore evaluates potential reforms, the discussion highlights the importance of balancing effective deterrence with fair and proportionate enforcement to maintain public confidence in the country’s road safety framework.
