In the News: Gloria James Highlights Gaps in Animal Cruelty Laws

In a recent Straits Times article titled “Should there be harsher penalties for animal abusers? Lawyers weigh in”, legal experts and animal welfare advocates discussed whether Singapore’s current penalties for animal cruelty are sufficient. Under the Animals and Birds Act, first-time offenders may face up to S$15,000 in fines and 18 months’ imprisonment. However, many argue that these penalties fall short in addressing the severity of abuse cases and in deterring repeat offences.

Ms Gloria James, Head Lawyer at Gloria James-Civetta & Co, was quoted in the article, drawing attention to the limitations in the current legal framework:

A significant challenge is that animals are voiceless and cannot plead their case, which makes it difficult to gauge the extent of their suffering. This can impact the ability to impose a punishment that truly reflects the harm caused.
