Emotional and Psychological Abuse Now Recognised as Family Violence in Singapore.

In an article published in the Straits Times on 17 August 2025 titled “I want to divorce my husband and be a single mother: More victims speaking up on emotional abuse,” it was reported that more victims are stepping forward to seek legal protection following changes to the Women’s Charter.

Since January 2025, the law has recognised that family violence extends beyond physical harm. Emotional, psychological, and sexual abuse are now specifically included in the definition of family violence. This expansion has encouraged more individuals to come forward, knowing their experiences of manipulation, humiliation, and gaslighting are legally recognised as abuse.

According to the Straits Times, the Singapore Courts saw 549 applications for personal protection orders (PPOs) between January and March 2025, with 34 per cent granted. Many of these involved non-physical abuse, reflecting a stronger awareness among victims of their rights under the law. Lawyers and social workers have also noted that those who previously doubted whether their experiences could qualify as violence are now taking steps to protect themselves and their children.

Family violence specialist centres, such as Care Corner Project StART, have reported an increase in victims seeking support. Alongside these centres, the Ministry of Social and Family Development continues to play a key role through counselling services, protection specialist centres, and rehabilitation programmes for abusers.

The recognition of emotional and psychological abuse as family violence is an important step forward. It acknowledges that harm is not limited to physical acts and that words and coercive control can leave deep and lasting scars.
